The Japan P&I Club informs about the recent navigation warnings of China Waters issued by MSA China.
Announcement on the anchoring of Drilling Platform “Hai Yang Shi You 941” of CNOOC at water areas of Xiuying Harbor
Anchoring duration: 15 June 2016 – 31 August 2016.
Anchoring site: waters at due west outside the Anchorage 3# of Xiuying Harbor of Haikou Port, centered by the position approximate of 20°05 48 N / 110°14 00 E, with a radius of 60 meters.
Anchoring vessel: Drilling Platform “Hai Yang Shi You 941”, with LOA of 101 meters and molded breadth of 78 meters.
Anchoring mode: penetration anchoring in the above water areas.
Cautions:
1. Drilling Platform “Hai Yang Shi You 941” should implement all the security and anti-pollution safeguard measures and display signals as regulated during the anchorage.
2. Passing vessels should strengthen duties and lookout, keep AIS system normally open, keep watch on VHF08 and 16 and dispatch guard ships when necessary.
3. Irrelevant vessels are forbidden to enter into the anchorage site and passing vessels should pass slowly with a distance of more than 100 meters from the anchoring site.
Announcement on the Comprehensive Adjustment Project of Penglai 19-9 Oil Field
From 3 June 2016 to 31 October 2016, M/V “Bin Hai 108”, M/V “Hai Yang Shi You 221”, M/V “Hai Yang Shi You 222”, M/V “Hai Yang Shi You 223”, M/V “Hai Yang Shi You 225”, M/V “Hai Yang Shi You 226”, M/V “De Jie”, M/V “De Zhi”, M/V “De Zi”, M/V “Xing Shi 001”, M/V “Yong Sheng Hai”, M/V “Hai Jian 56”, M/V “Jin Chen”, M/V “Yuan Chen” and M/V “Lan Jing” conduct Comprehensive Adjustment Project on Penglai 19-9 Oil Field in the water areas centered by 38°23 29.60 N， 120°07 50.40 E, with a radius of 2 nm. During the operation, the workboats will display shapes of “Ball-Diamond-Ball” vertically at day and display vertical all-round lights of “Red-White-Red” at night and keep watch on relevant VHF channels around the clock
Repair construction of submarine water transmission pipeline between Donggang of Zhoushan Island to Putuo Mountain
Work duration: 14 June 2016 – 31 July 2016.
Work site: Area I: waters of nearby water area of Donggang of Zhoushan Island, bounded by the following points within a range of 200 meters from both sides (2000 National Geodetic Coordinate System): （1）29°59 26 N、122°20 03 E； （2）29°59 23 N、122°20 36 E.
Area II: waters of nearby water area of west side of Putuo Mountain, bounded by the following points within a range of 200 meters from both sides (2000 National Geodetic Coordinate System): （1）29°59 19 N、122°21 25 E； （2）29°59 17 N、122°22 10 E.
Work mode and vessel: “Zhe Sheng Gong 2” will conduct repair construction of submarine pipeline in the above water area
Cautions:
1. The workboat should display signals in accordance with the Regulation on Signal Exhibition in Coastal Port and keep watch on VHF 16 during the work.
2. Passing vessels should strengthen duties and lookout, keep unimpeded contact withVHF16, keep a safety distance from the workboat and pass slowly.
Announcement on Demonstration Project of 300MW Offshore Wind Farm of Puti Island of Leting of Tangshan
Work duration: 17 June 2016 – 13 December 2016, 24-hour construction.
Work site: waters of Jingtang Harbor Area of Tangshan Port, bounded in order by the following points: （1）38°57 58 N ，118°45 54 E （2）38°58 55 N ，118°48 28 E （3）38°59 55 N， 118°47 07 E （4）38°59 20 N ，118°46 17 E
Work boat: “Da Zhuang No.18”, “Qi Zhong 23”, “Fang Bo 93”, “Zhe San Bo 203”, “Fang Bo 118”, “Jiao Gong 72”, “Ban He No.5”, “Da Zhuang No.22”, “Zhong Hai Hang 66” and “Jin An Tuo”.
Work mode: workboats will conduct construction of wind farm in the approved work site.
Cautions:
1. Work boats will exhibit R-V signal flag at day and display “green-red” signal light at night.
2. Workboats should keep watch on VHF18. 3. Passing vessels should strengthen lookout and contact the avoidance matters in advance.
