Sharing of data and expertise to ensure ships maintain standards of safety, security and pollution
Dr. the Hon. Omar Davies, Minister of Transport, Works and Housing, Jamaica on February 22, 2013 during the High Level Symposium for Ministers of Transport of the Wider Caribbean Region, signed the agreement to host the Secretariat of the Caribbean Memorandum of Understanding on Port State Control (CMOU on PSC).
The signing took place at the opening ceremony of what was a week long series of meetings held at Iberostar Beaches, Montego Bay, February 19-22, which saw senior maritime administrators from the Region as well as representatives from the International Maritime Organization (IMO), including the Secretary General, Mr. Koji Sekimisu, witnessing the signing.
The Host State Agreement was signed between the Minister and the Chairman of the CMOU, Ambassador Dwight Gardiner of Antigua and Barbuda.
The Host State Agreement represents the formalizing of the hosting arrangement for the Secretariat of the Caribbean MOU on PSC as Jamaica, through the Maritime Authority of Jamaica has been hosting the
Secretariat since 2000.
The CMOU on PSC is the regime in the Caribbean which inspects ships calling at ports of the countries of the region. States, under this regime, cooperate in the sharing of data and expertise to ensure ships maintain standards of safety, security and marine pollution prevention when they traverse the waters of the Caribbean.
The Secretariat is staffed by the Secretary General, Mrs. Jodi Munn-Barrow and an Administrator, Ms. Dionne Thaxter.
