IMO Secretary-General Koji Sekimizu delivered a passionate appeal for ratification of the Ballast Water Management Convention during his opening address to the Panama Maritime XII conference in Panama City (12 April).
In a wide-ranging speech, he said that IMO measures have enabled shipping to become safe, secure, environment friendly and energy-efficient, and provided the bedrock on which it can continue to develop and flourish in a sustainable way.
