The Government of the Hong Kong Special Administrative Region has published a merchant shipping information note on the United Nations Sanctions.
The (Central African Republic) Regulation 2016 (L.N. 90 of 2016) (the‘2016 Regulation’) which came into effect on 27 May 2016 gives effect to certain decisions in Resolution 2262(2016) as adopted by the Security Council of the United Nations on 27 January 2016 by providing for the prohibition against:
- the supply, sale, transfer or carriage of arms or related materiel to the Central African Republic
- the provision of assistance or training related to military activities in certain circumstances
- making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources
- dealing with funds or other financial assets or economic resources belonging to, or owned or controlled by, certain persons or entities and
- entry into or transit through the HKSAR by certain persons.
The ‘2016 Regulation’ will expire at midnight on 31 January 2017.The Hong Kong Merchant Shipping Information Note No. 14/2015 issued on 7 May 2015 is hereby superseded.

The Government of the Hong Kong Special Administrative Region also gazetted the United Nations Sanctions (Yemen) Regulation 2015 (Amendment) Regulation 2016 (L.N. 91 of 2016) on 27 May 2016 and it came into effect on the same day.
The ‘Amendment Regulation 2016’ gives effect to certain decisions in Resolution 2266 (2016) as adopted by the Security Council of the United Nations on 24 February 2016 by providing for the prohibition against:
- making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources;
- dealing with funds or other financial assets or economic resources belonging to, or owned or controlled by, certain persons or entities; and
- entry into or transit through the HKSAR by certain persons.
Sections 5A, 7A, 7B, 9A, 9B and 30A of the ‘the Amendment Regulation 2016’ will expire at midnight on 26 February 2017.
