The Government of the Hong Kong Special Administrative Region gazetted the United Nations Sanctions (Somalia) Regulation 2019 (Amendment) Regulation 2021 (L.N. 19 of 2021) on 11 February 2021, Hong Kong MARDEP informed.
The Amendment Regulation, which came into operation on the same date, gives effect to certain decisions in Resolution 2551 (2020) adopted by the UN Security Council on 12 November 2020 and amends the UN Sanctions (Somalia) Regulation 2019 (principal Regulation).
The Amendment Regulation mainly relate to the requirements of the licenses for:
- the supply, sale, transfer or carriage of weapons or military equipment to Somalia;
- the provision of technical advice, financial or other assistance, or training, related to military activities;
- making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources; and
- dealing with funds or other financial assets or economic resources belonging to, or owned or controlled by, certain persons or entities.
Shipowners, ship managers, ship operators and masters of Hong Kong registered ships should abide by the regulations mentioned above,
