According to Leïla Esnard, Avocate au Barreau de Paris, one of the vessels was a chemical tanker which was carrying the flag of Antigua and Barbuda. This ship's sulphur level was measured at 0,23%.

The other was a container ship flying the flag of Singapore. This vessels's sulphur level was measured at 0,16%. The ship interests had to pay a fine of Euros 80,000 to be authorised to sail.
