The European Commission adopted a proposal to optimize ship reporting requirements when calling at ports within the EU. Earlier this year, 13 EU Member States called the EU Commission to present an ambitious proposal for the revision of the Reporting Formalities Directive. The aim is to reduce the administrative burdens on shipping and align the industry with the digital age.
The main elements of the Commission’s proposal are:
- A common IT interface which ships can choose to report through, regardless of which port they call within the EU;
- That ships, as far as possible, should only report the same information once, including by improving data sharing between Member States;
- Reduction of the amount of specific national reporting requirements.

In this case, there will be a new EU regulation on the establishment of a European Maritime Single Window Environment, which would replace the current directive on reporting formalities for ships in EU ports.
During the preparatory phase in the Commission, Denmark urged for an ambitious revision of the existing EU legislation, so as to create a common framework for ships’ reporting when sailing between EU Member States.
The proposal will now be considered by the European Parliament and the Member States in the Council, respectively.
