FuelEU will not apply to Iceland after Norway announced its delay, the two maritime States are EEA members, but not EU Member States.
Due to delays in the process of incorporating the FuelEU Maritime Regulation into the EEA Agreement, the application of the Regulation will be delayed in Norway and Iceland. This means that Norwegian and Icelandic ports will be regarded as third-country ports in a FuelEU context from 1 January 2025 until the incorporation of FuelEU in the EEA Agreement.
From 1 January 2025 (until further notice), this means:
- 50% of energy used on voyages between ports of call in Norway or Iceland and ports of call in EU Member States, and vice versa, will be subject to FuelEU.
- Voyages within Norwegian or Icelandic waters will not be covered by FuelEU.
- Voyages between Norway and Iceland will not be covered by FuelEU.
- Voyages between Norway or Iceland and other third countries will not be covered by FuelEU.
