Following the conditions that exist in Libya’s capital, Tripoli, North P&I Club advises operators to be closely in touch with their local agent in order to obtain the most up-to-date and reliable information.
According to North P&I Club:
The situation in Libya remains extremely volatile and vessel operators should contact local ship’s agents and P&I Correspondents for the most up-to-date information on Libyan ports.
For the time being, North’s local correspondent Gargoum Group Co have reported the following port and terminal status in Libya:
- Tobruk Port: OPEN – for oil export and general cargoes. Some delays can be expected due to Marsa El Hariga working hours only from 09:00 to 15:00.
- Benghazi Port: RESTRICTED – Operating normally except for a ban on crude exports. Some delays can be expected due to working hours only from 09:00 to 15:00.
- Misurata Port: OPEN – Operating normally. Some delays can be expected due to working hours only from 09:00 to 17:00.
- Khoms Port: OPEN – Other cargo vessels are operating normally. Some delays can be expected due to working hours only from 09:00 to 17:00. RESTRICTED – No livestock vessels due to COVID-19.
- Tripoli Port: OPEN – Operating normally. Some delays can be expected due to working hours only from 09:00 to 17:00.
- Zawia Oil Terminal: OPEN – Operating normally. Some delays can be expected due to working hours only from 09:00 to 17:00.
- Zuwara Port: RESTRICTED – Fish vessels only. Some Ro-Ro vessels have reportedly called. Some delays can be expected due to working hours only from 09:00 to 17:00.
- Mellitah Port: OPEN – Operating normally. Some delays can be expected due to working hours only from 09:00 to 17:00.
- Bouri Offshore Terminal: OPEN – Operating normally. Some delays can be expected due to working hours only from 09:00 to 17:00.
- Derna Port: RESTRICTED – Libyan tankers delivering diesel only. Some delays can be expected due to working hours only from 09:00 to 15:00.
- Zuitina Terminal: OPEN- for oil export and general cargoes. Some delays can be expected due to working hours only from 09:00 to 15:00.
- Marsa El Brega Port: OPEN – for oil export and general Cargo. Some delays can be expected due to working hours only from 09:00 to 15:00.
- Ras Lanuf Terminal: RESTRICTED – Libyan Tankers only. Libyan oil trade export remains blocked. OPEN – for General Cargo some berthing delays reported. Some delays can be expected due to working hours only from 09:00 to 15:00.
- El Sidra Oil Terminal: RESTRICTED – Safe however no oil export allowed. Some delays can be expected due to working hours only from 09:00 to 15:00.
The restricted working hours due to the COVID-19 situation do not apply to vessels carrying food, detergents or pharmaceuticals.
Vessels should report their schedules (to local port agents) prior to arrival at any Libyan port, including a declaration of the vessel’s sailing route, whether they are loading or discharging cargo and the type of cargo on board, so that the agents can notify the appropriate authorities.
Concluding, vessels should avoid navigating in the coastal waters of Benghazi, Derna and Sirte, including the militarised area south of 34 00’N.
