China MSA will implement Special Safety Inspections for ships entering the Qingdao water areas, starting from 20 April until Mid-June 2018. The regulations will initially apply only to ships of Chinese nationality.
Operators will need to submit a special information report to the MSA to apply for a special safety inspection. A special security inspection along with a PSC inspection will then be conducted on the ship by the MSA. As from 20 May, ships of foreign nationality will also have to submit a special information report to the MSA.

The new regulation will apply to water under the following maritime administrative jurisdictions:
- Qingdao Qianwan MSA;
- Huangdao MSA;
- Dagang MSA;
- Qianhai MSA;
- Laoshan MSA.
For ships of Chinese nationality, the main contents of special safety inspection will include but are not limited to:
- AIS equipment;
- Chart and navigation publications;
- Ship’s communication equipment;
- Power equipment, steering equipment;
- Persons onboard;
- Dangerous goods carried onboard;
- Low-slow and small aircraft.
For ships of foreign nationality, the main contents of special safety inspection will include but are not limited to:
- Ship’s security certificates;
- Security records;
- Continuous summary records;
- Control measures of ladder;
- Control of boarding persons and belongings;
- Marking and control measure of restricted area on board.
