Tokyo MoU conducted the concentrated inspection campaign (CIC) on MARPOL Annex VI from 1 September 2018 to 30 November 2018. Member Authorities inspected 6,604 vessels, of which 4 (0.06%) were detained, due to the campaign. Overall, 176 (2.14%) ships were detained during the campaign. The highest number of CIC inspections regarding ship type were performed on bulk carriers 2,402 (36.37%).
SQE MARINE recommends best practices to check compliance with the applicable requirements of the MARPOL Annex VI for the forthcoming CIC which will be held for a period of three months by Paris, Tokyo, Black Sea and Indian MoUs.
Paris MoU on Port State Control issued an official announcement to remind the launch, along with Tokyo MoU, of a joint three-month Concentrated Inspection Campaign (CIC) on MARPOL Annex VI, starting from 1 September 2018 and ending 30 November 2018.
The Paris MoU conducted a Concentrated Inspection Campaign on Safety of Navigation including ECDIS jointly with the Tokyo MOU between 1 September 2017 and 30 November 2017. During the CIC, 4,288 inspections were carried out, with the total CIC detention rate per individual ship being 3.5%.
From 1st September 2017 to 30th November 2017, the Black Sea MoU, in conjunction with the Tokyo MoU and Paris MoU and other MoUs, carried out a Concentrated Inspection Campaign on Safety of Navigation. From 983 inspections, 59 ships were detained with 21 (35.6%) detentions being within the CIC scope.
Viña del Mar MoU has launched a CIC, from 1 June to 31 August 2018, to ensure compliance with SOLAS Chapter II-1, on safety of auxiliary machinery. USCG has initiated CIC for vessels fitted with open lifeboats. Black Sea MoU, Indian Ocean MoU, Paris MoU, Tokyo MoU will run CIC on MARPOL VI in September to November 2018.
The USCG initiated the Concentrated Inspection Campaign, that is running from 2 May 2018 – 1 May 2019, for all US-flag vessels fitted with open lifeboats. The purpose of the CIC is to ensure that these critical lifesaving appliances are maintained in working order and ready for immediate use.
The Concentrated Inspection Campaign on Safety of Navigation was carried out in the Tokyo Ocean MOU region between 1st September 2017 and 30th November 2017, to verify key points of compliance in accordance with SOLAS Ch. V on all types of foreign merchant ships.
The Concentrated Inspection Campaign on Safety of Navigation including ECDIS was carried out in the Indian Ocean MOU region between 1st September 2017 and 30th November 2017, to verify that there is compliance with the applicable requirement of SOLAS Conventions, the overall status of the vessel’s navigation safety, and the competency of crew.
