The California State Lands Commission issued a notice calling for participation in the informal comment period on proposed regulations relating to performance standards and compliance assessment protocols for the discharge of ballast water for vessels operating in California waters. The informal comment period closes on 24 March.
Specifically, the notice says:
‘’Before initiating the formal rulemaking process, pursuant to the Government Code section 11346.45, the Commission invites you to participate in the Informal Comment Period to inform the development of amendments to the following regulations: Article 4.7 – Performance Standards and Compliance Assessment Protocols for the Discharge of Ballast Water for Vessels Operating in California Waters’’
The Informal Comment Period starts February 7, 2017, and closes March 24, 2017. The comment period is being offered to ensure broad public participation in development of the proposed regulations.
California provides email [email protected] in order to receive comments by March 24, 2017 and clarifies that all comments will be considered, however, responses, either individually or collectively, will not be provided during the informal comment period.
