Training and Development focusing to Retain Right Talents

Marlon Rono, President, Magsaysay Maritime Corporation gave a presentation on the ''Training and Development focusing to Retain Right Talents'' at the 2015 SAFETy4SEA Athens Forum. He noticed that seafarers are key to shipping, therefore it is important to train and develop them in order to retain them. This includes continuous skills upgrading, use of innovation and technology such as e-learning and mobile applications, career development, job rotation, and job transition to onshore opportunities. All these tools provide seafarers career with direction and help them to achieve their aspirations based on family vision. He highlighted that the family should also be part of the seafarer's entire training and development process, by establishing programs such as financial literacy for the family. He concluded that such programmes will lead to loyalty and retention.The presentation focuses on retain of the right talents. Allow me to share with you the Asian Model. Crew Management in the MLC Era

- The Maritime Labour Convention has entered into force since August 20th, 2013. So far, 64 have ratified the Convention representing 80% of the world's fleet. The Convention establishes the minimum requirements for the seafarers' working and living conditions. MLC 2006 Components   During the initial phases of the implementation, the shipping industry has faced many challenges. On October 2013, 7 ships found non-compliant with the MLC. After one year, 185 ships were reported to have deficiencies. According to reports for Port State Controls and Classes, the most common MLC deficiencies are the following: 1. Compliance to Standard Employment Agreement 2. On-board Food Hygiene and Galley Management 3. Health and Safety 4. Training and Qualification 5. On-board Complaint Procedures     The most common deficiencies regarding Seafarers' Employment Agreements are: 1. SEA did not reflect the DMLC Part II 2. SEA is missing some MLC requirements 3. MLC Challenges from the perspective of the Crew Manager

Considering MLC Challenges from the perspective of a Crew Manager, I will share with you what I know best: the Philippine Experience from my own experience working in a company that has been in the business of supplying maritime manpower for over forty years. The Philippines, as we all know, is a leading provider of Seafarers to the world fleet with over 350,000 seafarers around the globe. Today, the Philippine Government provides a process requiring all recruitment contracts for seafarers working overseas to go through the Philippine Overseas Employment Administration (POEA). There are stiff penalties for violators in Philippine law for 'illegal recruitment', which is placed in the same category as illegal human traffic in international practice. Despite that prior to MLC ratification the Philippines had in fact ratified only five of the 38 conventions which now comprise the MLC, the ILO Conference copied the recruitment and placement standards of the Philippines in Regulation 1.4 of the Code.
