Dr. Kevin Ghirxi

Dr Kevin Ghirxi is the Head of the Marine Safety Investigation Unit in Malta since it was set up in July 2011. He served at sea as a marine engineer before he joined the (then) Malta Maritime Authority as a Flag and Port State Control Inspector. Kevin has a MSc Degree in Maritime Affairs, specialising in maritime safety and environmental protection from the World Maritime University in Malmö, Sweden. His doctoral research was on maritime safety investigations and was awarded his PhD in Maritime Administration, also from the World Maritime University. Kevin is an Associate Fellow of The Nautical Institute. He vehemently opposes the attribution of human error to the cause of accidents and has a keen interest in system safety and performance variability in safety critical domains. Kevin sits with the Maltese delegation at the Implementation of IMO Instruments (III) Sub-Committee at the IMO and represents his country at EMSA’s Permanent Cooperation Framework in Lisbon.
