In his opening speech at the 82nd session of the Marine Environment Protection Committee (MEPC 82), held from September 30 to October 4, IMO Secretary-General, Arsenio Dominguez, urged Member States to prioritize solutions and areas of convergence, as they embark on negotiations to reduce shipping emissions.
Arsenio Dominguez also highlighted the urgent issue of ongoing attacks on shipping in the Red Sea, noting the serious risks these incidents pose to the safety of seafarers and the broader implications for international shipping. Dominguez specifically mentioned the recent attack on the MV SOUNION and reiterated his demand for the immediate release of the MV GALAXY LEADER and its crew.
Focusing on key agenda items, Dominguez addressed the progress on draft amendments to MARPOL Annex VI regarding mid-term GHG reduction measures. He praised the previously agreed “IMO net-zero framework” as a valuable tool for guiding discussions.
I would be extremely grateful if we could identify areas for compromise; addressing the concerns as we progress in this transition, and seeking solutions that are acceptable to all. The most relevant point is that we should focus on finding solutions that should enable us to move forward together. It is important to remember that we all share the same goals here at IMO.

In addition, Dominguez underscored the importance of reviewing short-term GHG reduction measures, and the Carbon Intensity Indicator (CII) regulations, which enhance energy efficiency across the maritime value chain. He also stressed the priority of addressing marine plastic litter and called for a review of the IMO Action Plan on Marine Plastic Litter from Ships.
Furthermore, he pointed to the draft guidance on the Hong Kong and Basel Conventions concerning ship recycling, urging member states to reinforce the Hong Kong Convention as the primary applicable instrument and to support countries enhancing recycling compliance.
Dominguez concluded with confidence in the leadership of Chair Harry Conway of Liberia and Vice-Chair Hanqiang Tan of Singapore, assuring that the committee is well-positioned to achieve its objectives during this session.
