ABS issued an updated version of its guide for lay-up and reactivation procedures regarding the offshore support vessels. The guide provides stacking information along with guidance for moving rigs back into operation quickly and safely.
Also, the Guide includes information on cold-stacked and warm-stacked assets and introduces “Enhanced” status for laid-up units, a designation that notes the lay-up location and procedures for the unit have been reviewed and verified by ABS in accordance with this Guide.
All laid-up vessels will have a Life Cycle Status of “Laid-up”, ABS says. When a vessel has a “Laid-up” Life Cycle Status in the Record without any additional record comment, this means that the vessel is out of service for an undetermined length of time.
The Owners have informed ABS that the vessel is laid up, but no procedures for lay-up have been reviewed by ABS. While in laid-up status, class surveys are held in abeyance and statutory surveys are maintained when required by the flag Administration.
Prior to returning to service, a Reactivation Survey in accordance with Section 3 of the Guide, including all due and overdue Class and Statutory Surveys, is to be carried out. An Initial Lay-up Survey and Annual Surveys are not required for this Life Cycle Status and no attendant record comment.
