The Japan P&I Club has issued circular regarding the change of the Egyptian local authorities’ guidelines for the import of wheat, which enforces zero tolerance on wheat affected by the Ergot Fungus.
Serval shipments are being rejected by the local authorities due to a cargo not being within the permissible specifications for it to be imported as well as the current change in the guide lines, for the import of wheat which has changed to be zero tolerance for the Ergot Fungus.
Both issues are not vessel related and are quality off shipment which is more related to the sail contract of the cargo but we have seen vessels having to take matters in their own hands, which has become a very expensive and complex issue.
The Club recommends that any C/P for carriage of goods to Egypt stipulate that should part all of the shipment ne refused by the authorities due to a quality issue ( i.e sale contract of cargo ) then the vessel is to remain on hire, and absolved of any and all expenses she may be subjected due to this issue.
